In this Photo it looks like President Obama is the Leader hands down. He is in the middle of the picture which usually symbolizes a position of power. Also as you see in this Photo they look like there is something funny that was being said. Maybe they are not worried about the spill. I assume nothing to worry about!

Looking at President Obama, it really looks like he has alot going on. He doesn't look to happy about the current circumstances. The stress that is on his face is never good at all. If you observe even his hair you see that it has become very gray. It is amazing how events can change your mood.
If you compare both of them the question is, what shows you more Leadership? In my personal opinion I like the picture with him, the Governors, and Mayors. This shows more leadership to me because there are other people that could be in a position of power. But the fact is, it is him that is in the middle and not anyone else. I was always taught that the person who is either in the middle or ahead of a pack is the Leader. So to me this picture shows more leadership!
